The Agriculture Department says water-based foam can be an alternative to carbon dioxide, which has traditionally been used to quickly kill large quantities of birds.
USDA APHIS Administrator Ron DeHaven Approves Foam for Depopulation Dr. Ron DeHaven, Administrator of the Animal & Plant Health Inspection Service of USDA, announced the "tacit approval" of the foam method for mass depopulation. DeHaven's announcement was made at the Delmarva Poultry Industry's 2006 Annual Meeting on Poultry Health & Processing, in Ocean City, Maryland, during a presentation on October 12, 2006 on APHIS's proposed response to an outbreak of highly pathogenic avian influenza.

"Evaluation of Foam-Based Mass Depopulation Methodology for Floor-Reared Meat-Type Poultry Operations," a research paper by M.D. Dawson, E.R. Benson, G.W. Malone, R.L. Aphin, et al. Applied Engineering in Agriculture, Vol. 22, No. 5 (2006): 787-794. Current methods of control for quick-spreading, highly contagious poultry diseases, such as avian influenza (AI) or Exotic Newcastle, require large numbers of poultry to be rapidly killed to prevent further spread...This research paper examines and reviews alternative method for achieving mass depopulation, including the use of firefighting foam. U.S. Congressman Mike Castle (R-Del.) Requests U.S. Secretary of Agriculture Mike Johanns Review Delmarva's AI Response Plan In advance of USDA's release of its draft response plan for avian influenza, Rep. Castle urges Johanns to review "new technology and tactics" developed to contain, control, and eradicate AI in the Delmarva peninsula—including, in Castle's words, "some critical ‘best practices,' which have become a staple of biosecurity on Delmarva, including the use of the foam depopulation technique (humane euthanasia) and disposal through in-house composting."
